Every offer tied to a PAL carries a timestamp, a program, and eventually an outcome — enrolled, withdrawn, or never arrived. Laid out by agent instead of by student, patterns emerge that a single-file review never surfaces.

Turning that into an agent scorecard

None of these signals is damning on its own — a single bad term can happen to any agent. The pattern only means something when it’s tracked over multiple intakes and compared against the institution’s overall baseline, not judged case by case.

An agent who sends fewer students but a higher share of them actually arrive is worth more to an institution than one who sends twice as many applications and a third of the outcomes.
